How to find a bank employee responsible for NPL?

Hello everyone!
I'm seeking advice on how to connect with bank and credit union employees who are responsible for deciding on the sale of non-performing loans to third-party investors. These institutions are of particular interest because they are directly accountable to the Federal Reserve System for maintaining the H1.0 equity ratio. A failure to comply could result in their license being revoked, which potentially increases the likelihood of securing a discount on NPN purchases.

However, finding these key employees, such as special asset managers, secondary marketing managers, chief credit risk officers, and whole loan trading desk personnel, is incredibly challenging—especially on LinkedIn, where their profiles are scarce.

I've tried requesting contacts from mortgage originator managers, branch managers, and even Assistant Vice Presidents, but I haven’t received any responses. When visiting bank branches where I'm a client, I've directly asked managers for such contacts. They often promise to assist but never follow through.

Despite the difficulties, I know it's possible to connect with the right people—I've purchased a note that my seller acquired from PNC Bank. I also understand that there are specialized companies that provide these contacts for a fee. If anyone has experience with these services, I'd love to hear about it.

Another approach I'm considering is obtaining a list of properties that are in a prolonged foreclosure process. By studying the relevant documents, I might be able to identify opportunities and then directly approach the bank with an offer to purchase their NPL.
